India is one of the rapidly developing countries of the modern era. It has been taking steps and putting continuous effort to attain growth and development in diverse areas such as Building Infrastructure, Finance, Agriculture, Industry, Higher Education, Health and Rural Development and so on. Compared to various areas of development, health care has not reached the desired level of development and ponders a lot of scope for development.

The analysis of the preliminary study shows that the real problem in health care it is not the scarcity of resources or inadequate clinical care programmes, but it is the lack of awareness and orientation in gathering health related information. This situation demands the need to develop a better health care information system in order to approach the health care related issues, which is more vital than all other responsibilities towards building a healthy nation, that the rural people are the epicentre of healthy India. In spite of the government’s initiatives in providing health care facilities to rural women, they do not reach them effectively, because of the ignorance of the rural people. The rural women are not realised the importance of their health, which is fundamental for their socio-economic and educational development. This unawareness on the health information system causes the rural women not to utilize the health services provided by the government. Even though people have government facilities and information sources and programmes, the health care information is not reached to the rural areas due to illiteracy, poverty, customs, traditions and above all, lack of proper health care information. Primary health care awareness is to be created among the rural women by providing health care information. This information is to be furnished to rural women through primary health centres, web portal and public libraries.

People are restricting the application of Information System Strategies for academic and corporate world, but after thorough understanding of the scope of Information System in health sector there is wide scope to address most of the problems of Indian health care system to the rural women. With this understanding, the researcher is aimed to analyze each Information System strategy and its applicability and its impact in health sector. After analyzing the impact, the study will be recommended for implementing the Information System as previously there was no such integrated effort to address all the problems in health Information System. The present study is proposed to contribute towards design and application of Health Information System that will be customized towards the Rural Health care needs in general and the study area of Perambalur in particular.
